華人在英國生活已有一百六十年的歷史，華人在克尼區安定下來， 亦不是短的時間，所以華人在克尼區的淵源亦可謂根深柢固。其中有很多原因，例如它接近倫敦唐人街，在該處有大量飲食業職位提供給求職人士，另有不少數量的華人在克尼區安居及經營他們的生意，如外賣店和中餐館等。同時區內亦有很多華人專業人士， 如：醫生、牙醫、會計師、律師和護士等，可為華人提供幫助。
於一九八六年克尼市政府准許克尼華人中心使用其中一店鋪作會址，由同年九月，本會在15 Pearson Street正式成立，並得到資助聘請一名全職工作人員，又在1987年得到內倫敦政府教育部支持，中文學校的工作得以展開。
克尼華人中心在一九八八年註冊為慈善團體及有限公司。在一九九零年十月，本中心搬入現址 Ellingfort Road，會址有禮堂可容納至一百人，還有客廳、諮詢房、兩個辦工室、貯物房、心理輔導房及一個設備完善的中式廚房。
Chinese people have been living in Britain for more than 160 years with the first settlers coming to the East End of London, therefore the roots of the Chinese people began here making the Chinese community in Hackney one of the first settlements of Chinese origin.
There were many reasons, which made much sense of the settlement in Hackney, for example its proximity to London Chinatown, where Chinese catering employment can be found made Hackney a sensible choice. Other business seeing the large influx of Chinese people in Hackney have also chosen to settled here to run their own business, such as takeaways, restaurants and Chinese grocery stores. Less well know is the fact that there are also many Chinese working professionals here such as doctors, dentists, accountants, lawyers and nurses to mention a few. The diversity of the Chinese community can be there for all to see. Research has shown that nearly 90% of the Chinese community that have made Hackney their home are Vietnamese refugees of Chinese origins. All you need to do is take a walk in Hackney to see what impact the Chinese community has had in Hackney.
A group of local Chinese residence that were interested in the welfare of the Chinese community founded our organisation in 1985 to assist the local Chinese community in various aspects that they felt were important and should be addressed which were not being met. Eleven members were elected to become Management Committee members, they were to meet regularly and discuss the organisation affairs as well as making decisions about the running of the centre with always the welfare of the Chinese community in its mind.
It was in 1986 that the London Borough of Hackney agreed to let H.C.C.S. use one of its shop front premises. With a start up grant, Hackney Chinese Community Services first opened its doors at 15 Pearson Street in September. A revenue grant was awarded to us to recruit one full-time community organiser. Funded by the Inner London Education Authority our Chinese School first opened its doors to the public in 1987.
HCCS was first registered as a charity and became a limited company in 1988. It was not till October 1990 that we moved to our present address in Ellingfort Road. The premises comprises of a hall which can accommodate up to a hundred people, a common room with library, an confidential advisory room, 2 offices, store room, counselling room and a kitchen fitting with traditional Chinese cooking facilities. Our aim here is to provide services for the Chinese community, currently these include: Advisory, Hackney Chinese School, Elderly Luncheon Club, Chinese Advocate, Health Outreach, Mental Health, Youth Club, Carer, Singing and Dancing.
